Malaysia Launches IC Design Park 2 to Accelerate Semiconductor Ecosystem and High-Value Investments

On November 6, 2025, Malaysia officially launched its second Integrated Circuit (IC) Design Park in Cyberjaya, marking a new milestone in the nation’s semiconductor development and creating more high-value investment opportunities for both local and international investors.
Prime Minister Datuk Seri Anwar Ibrahim stated at the opening ceremony that the establishment of IC Design Park 2 reflects international investors’ strong confidence in Malaysia’s semiconductor industry. Given the sector’s rapid growth, the Selangor State Government plans to develop a third IC Design Park in the near future if the momentum continues.
Building a Comprehensive Semiconductor Ecosystem
Prime Minister Anwar emphasized that Malaysia’s success in attracting semiconductor investments lies in its complete ecosystem — including efficient infrastructure, robust education and training systems, and a pool of highly skilled local talent.
Selangor Menteri Besar Datuk Seri Amirudin Shari noted that the launch of Cyberjaya IC Design Park 2 further strengthens Selangor’s position as Malaysia’s leading semiconductor hub. The first IC Design Park, located in Puchong, covers 75,000 square feet and is currently the largest IC design park in Southeast Asia, housing over 200 engineers from 14 semiconductor companies. The number is expected to grow to 400 engineers by 2026.
Strengthening Investment and Financing Ecosystems
The Selangor State Government, through its government-linked companies such as Sidec and PNSB, has partnered with Artem Venture Fund to establish the Selangor Semiconductor Fund (Ehsan Capital). The fund aims to raise over RM100 million and will officially commence operations in November 2025. It will focus on investing in at least seven high-potential local startups in semiconductor design and technology.
