Singapore and Vietnam Sign Plan of Action to Fully Implement Comprehensive Strategic Partnership

Singapore and Vietnam have finalized a Plan of Action to implement their Comprehensive Strategic Partnership, deepening bilateral cooperation in renewable energy, technological innovation, and agricultural trade.
Prime Minister Lawrence Wong met with Vietnamese Prime Minister Pham Minh Chinh on October 28 on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit for the second annual Singapore–Vietnam Leaders’ Meeting. This marks the third meeting between the two leaders this year, reflecting the close and pragmatic nature of the bilateral relationship. Singapore’s Minister for Foreign Affairs Dr. Vivian Balakrishnan was also present at the meeting.
During the meeting, Permanent Secretary Albert Chua of Singapore’s Ministry of Foreign Affairs and Deputy Minister Do Hung Viet of Vietnam’s Ministry of Foreign Affairs signed and exchanged the Plan of Action to implement the Comprehensive Strategic Partnership.
According to Singapore’s Ministry of Foreign Affairs, the Plan of Action outlines specific areas of collaboration under six key pillars of the partnership. These include promoting international peace and stability, enhancing energy and green cooperation, fostering technological innovation, expanding agricultural and trade linkages, strengthening regional and international coordination, and encouraging people-to-people exchanges to deepen mutual understanding.
Both sides also confirmed that a Memorandum of Understanding on Rice Trade Cooperation will be signed at the upcoming APEC summit in South Korea, further strengthening bilateral collaboration on food security.
Prime Minister Lawrence Wong noted on social media that this was his third meeting with Prime Minister Pham Minh Chinh this year, underscoring the friendship and cooperation between the two countries. He added that since the bilateral relationship was elevated to a Comprehensive Strategic Partnership in March this year, both sides have made significant progress across multiple sectors. Vietnam is the first ASEAN country to establish such a partnership with Singapore—also the highest level of diplomatic ties in Vietnam’s external relations.
Singapore and Vietnam have also achieved new progress in green development. In September, both countries signed a legally binding Implementation Agreement on Carbon Credit Cooperation, establishing a framework for the transfer of carbon credits and supporting regional sustainability goals.
During the meeting, the two leaders exchanged views on regional and global developments, emphasizing the importance of strengthening partnerships amid an increasingly complex and unpredictable global environment. They also expressed anticipation for the launch of the Singapore–Vietnam Strategic Dialogue, which will provide a high-level platform for leaders and senior officials to discuss governance, public administration, and transformation.
Prime Minister Wong concluded that since the elevation of ties earlier this year, both countries have made remarkable progress in various areas, and he is confident that cooperation will continue to grow stronger and yield even greater outcomes.
