Public-Private Partnership Drives Innovation Ecosystem with S$12 Million Fellowship and Multiple New Initiatives

Singapore, 29 October 2025 — To accelerate the growth of deep-tech and artificial intelligence (AI) startups, Enterprise Singapore (EnterpriseSG) has partnered with private enterprises and academic institutions to launch a series of initiatives, including a S$12 million fellowship programme, aimed at helping startups expand efficiently in both local and international markets.
Deputy Prime Minister and Minister for Trade and Industry Dr Tan See Leng announced the initiatives at the opening of the Singapore Week of Innovation and Technology (SWITCH). Dr Tan, together with Permanent Secretary Dr Moh Siong Soon of the Ministry of Trade and Industry, toured the exhibition to learn about innovative technologies developed by local startups.
The National Research Foundation (NRF) will collaborate with Nanyang Technological University (NTU) and the US non-profit Activate Global to launch a S$12 million fellowship programme, supporting up to 40 researchers to engage in exchange and collaboration in the United States. The initiative aims to accelerate the commercialisation of research outcomes in advanced materials, artificial intelligence, robotics, and biotechnology.
Dr Tan emphasized that, with increasing global complexity and competition, the government will continue to provide tailored support for startups at different stages, from product testing and market optimisation to strategic networking. He stated: “Early-stage startups can receive guidance on product optimisation and testing, while more mature companies can leverage public-private collaborations to connect with more customers and investors.”
He also announced that EnterpriseSG will collaborate with Microsoft and NUS Enterprise to provide more accessible financing channels and commercialisation support for 150 eligible AI startups over the next three years. Participating startups will develop and refine AI products on the Microsoft Azure platform and receive expert guidance in business strategy and fundraising.
Additionally, EnterpriseSG’s Global Innovation Alliance (GIA) has partnered with the venture arm of ST Engineering, committing S$3 million to support proof-of-concept and pilot projects for startups. Since its establishment in 2019, GIA has assisted over 700 startups in exploring overseas markets, with more than 240 achieving commercial outcomes or securing funding.
In sustainability, the seventh Sustainability Open Innovation Challenge has introduced a new offshore wind energy theme, seeking technologies that can reduce maintenance costs for offshore wind projects. Dr Tan noted: “By 2035, the global offshore wind market is expected to reach 350 gigawatts. These initiatives will enable more local enterprises to participate directly in the global clean energy value chain.”
