(Singapore, November 6, 2025) — The National Quantum Office (NQO) and U.S.-based quantum computing company Quantinuum announced today the establishment of a strategic partnership to develop a world-leading quantum computing hub in Singapore and to bring one of the world’s most advanced commercial quantum computing systems to the country.
The system, known as Helios, is Quantinuum’s latest generation commercial quantum computing platform. Quantinuum stated that Helios will be deployed in Singapore in 2026 — its first installation outside the United States — and is expected to significantly enhance computational capabilities for scientific and industrial applications across the region. The Helios system is designed to deliver unprecedented performance in fields such as biomedicine, materials science, and finance.
According to the National Quantum Office, this strategic partnership represents a major step forward in implementing Singapore’s National Quantum Strategy. Through the new Quantum Computing Centre, local researchers and industry users will gain greater access to cutting-edge quantum resources while advancing technology transfer and collaboration. The NQO also noted that researchers will be able to access the Helios system via cloud services, enabling deeper research and capacity building.
Quantinuum President and Chief Executive Officer Rajeeb Hazra emphasized that the establishment of a research and operations center in Singapore aims to accelerate the commercialization of quantum computing. The center will collaborate with Singapore’s research and industry ecosystem to develop middleware and application software that bridge classical and quantum computing. Initial projects will focus on computational biology, bioinformatics and drug discovery, financial modelling and optimization, advanced materials and chemistry, as well as combinatorial optimization and artificial intelligence.
Singapore’s Minister for Digital Development and Information, Josephine Teo, stated that the government continues to invest heavily in quantum technologies to enhance the nation’s competitiveness in digitalization and technological security. She added that Singapore will continue working with international partners to develop and attract world-class talent and strengthen the capabilities and connectivity of local enterprises and research institutions.
This partnership reflects Singapore’s strategic position in the global quantum technology race and signals new opportunities for academia, research teams, and industry players to engage in hands-on development and international collaboration. With the deployment of advanced systems such as Helios, Singapore’s quantum ecosystem is expected to strengthen its capabilities in technology development, talent training, and industrial application.
As more international technology companies and research institutions choose Singapore as their regional base or collaboration hub, comprehensive local business services have become increasingly important. FOZL Group, a Singapore-based corporate services firm, has for many years assisted overseas and high-tech companies in setting up operations in Singapore. The firm offers end-to-end support in company incorporation, financial audit, tax planning, and ongoing regulatory compliance. In light of the rapid growth of the quantum technology ecosystem, FOZL Group reaffirmed its commitment to helping enterprises establish R&D operations, build teams, and expand regionally in Singapore — enabling them to seize new collaboration and commercial opportunities emerging from the quantum era.
